Selection of Research and Technical Assistance applicant for economic indicator project

The Office of Economic Adjustment has selected the University of Illinois to enter into a cooperative agreement in response to the Research and Technical Assistance Federal Funding Opportunity , published on December 31 , 2008 in the Federal Register.  The abstract from the University of Illinois ’ proposal is listed below.

Abstract
A team of academic and research faculty and staff housed at the Nathalie P. Voorhees Center for Neighborhood and Community Improvement at the University of Illinois at Chicago proposes to develop , validate and implement a set of indicators that will reflect the unique characteristics of the 56 military base communities listed in the Office of Economic Adjustment’s (OEA) notice dated December 31 , 2008. This will include an array of housing , industrial and business , and human capital indicators that will be adapted and refined to fit local conditions and adjusted periodically to allow real-time monitoring and assessment in each community.

We will begin with a baseline for each community derived from standard data sources to be comparable across community geographies. We will form a network of designated local advisors and convene regional meetings for these advisors to provide feedback on the baseline data , identify local sources of data , and share their data needs. We will collect , refine , and disseminate the indicator data , draft user manuals , and provide periodic reports on pertinent trends. The combination of locally specific information with indicators collected in common across the base communities will reveal the degree of potential vulnerability and resilience of each community in adjusting to changes in military expenditures as well as the broader economy. All data will be assembled into a database that can be easily updated and used by OEA’s local customers , modified to encompass additional communities , and sustained with minimal resources in the long term.
