Project Highlights

OEA continues to assist communities, both large and small, with adapting to Defense program changes. Communities benefit from decades of OEA knowledge and community best practices, allowing them to leverage state and federal resources to proactively and positively change their individual community.

Each project highlight story below showcases a challenge the community is facing and how this community, with OEA support, is working to solve it.

Auburn Training Site, Maine

Military Mission

The Maine Army National Guard operates the Federally-owned Auburn Training Site, which is located entirely within the City of Auburn. The site encompasses 154 acres, including three parcels, ranging from four to seven acres that are leased from private landowners to the Maine Army National Guard. Tenants include an Organizational Maintenance Shop (OMS) for a Combat Engineer battalion and a Unit Training Equipment Site (UTES). The site has a total training density of 207 days over the past three years. Training activities include: small arms training (zero, familiarization, and qualification), small unit tactics, Chem/Bio defense, land navigation, individual combat skills, heavy equipment maintenance, and combat engineer operations at the squad, platoon and company level. Combat Engineer units frequently train on heavy earthmoving equipment at the site.

Avon Park Air Force Range, Florida

Avon Park Air Force Range

Military Mission

Avon Park Air Force Range (APAFR) is a United States Air Force range and air-ground training complex, located east of the City of Avon Park, Florida. The range was first opened during World War II under the name Avon Park Army Air Field. APAFR consists of approximately 106,000 acres of which about 82,000 acres are open to the public for recreation. APAFR includes Avon Park Air Force Auxiliary Field, also known as MacDill Air Force Base Auxiliary Field, which consists of an 8,000 foot main runway, an operational control tower, an aircraft rescue and firefighting facility, and limited ramp and hangar facilities. There are no published instrument approach procedures and the airfield is limited to Visual Flight Rule (VFR) operations only.

Barksdale Air Force Base

Military Mission

Barksdale Air Force Base (AFB) is located approximately five miles east-southeast of Bossier City. The host unit is the 2d Bomb Wing (2 BW), the oldest Bomb Wing in the Air Force. It is assigned to the Air Force Global Strike Command's Eighth Air Force. The 2 BW is equipped with the B-52H Stratofortress bomber and trains all Air Force Global Strike Command and Air Force Reserve Command B-52 crews.

Blossom Point Research Facility, Maryland

Military Mission

Blossom Point Research Facility is a military range under the leadership of the U.S. Army Garrison, Adelphi Laboratory Center in Adelphi, Maryland. The primary mission at Blossom Point is to operate and maintain an ordinance and research facility, including a Naval Research Laboratory (NRL). The NRL leases 41 acres from the U.S. Army to operate a satellite tracking station for NRL and Navy satellites. Blossom Point is comprised of approximately 1,600 acres in Charles County in southern Maryland, approximately 20 miles south of Washington, D.C.

Boone National Guard Center, Kentucky

Military Mission

The Boone National Guard Center (BNGC) serves as the headquarters for the Kentucky Army National Guard and is located in central Franklin County at the western edge of the city of Frankfort. The center consists of approximately 655 acres. Immediately adjacent to the center is the Army Aviation Support Facility and the Capital City Airport, which is operated by the Kentucky Department of Transportation. The BNGC hosts a number of tenants, including the 63rd Aviation Group, the Headquarters State Area Command, the Recon Air Interdiction Detachment and Detachment 11, and the Operations Support Aircraft. In addition, the BNGC is home to the state’s emergency management facility.

Military Mission

As a statewide effort, the Joint Land Use Study (JLUS) focused on five areas that represent a cross section of Department of Defense (DoD) mission requirements; were geographically diverse; and reflected a multitude of different state, regional and local considerations. The five study areas were Beale Air Force Base, Fort Irwin National Training Center, Naval Air Weapons Station China Lake, Edwards Air Force Base, and the R-2508 Complex. The R-2508 Complex is the largest single area of Special Use Airspace over land in the United States, covering a land area of 20,000 square miles.
