OEA continues to assist communities, both large and small, with adapting to Defense program changes. Communities benefit from decades of OEA knowledge and community best practices, allowing them to leverage state and federal resources to proactively and positively change their individual community.

Background on Installation
Fort Monmouth is located near the eastern shore of New Jersey (NJ), within the coastal region of Monmouth County. With its location between New York City, New York (to the north) and Philadelphia, Pennsylvania (to the southwest), Fort Monmouth has easy access to two major metropolitan areas, as well as the state’s capital, Trenton, NJ (to the west). The installation occupies approximately 1,150 acres of land contained within three municipalities, the Boroughs of Tinton Falls, Eatontown, and Oceanport, and is located adjacent to the Boroughs of Shrewsbury and Little Silver. The Department of Defense recommended the closure of Fort Monmouth under 2005 Base Realignment and Closure (BRAC) actions.
Property Reuse - Disposal
The Fort Monmouth Reuse Plan encompasses three separate reuse visions and/or plans, one for each borough. The U.S. Department of Housing and Urban Development (HUD) approved the Reuse Plan Homeless Submission in June 2011 .
The incorporation of hundreds of acres of property with millions of square feet of physical assets will be a challenge for the three boroughs. It is especially daunting when each borough has limited capability to provide an increase in services, which will be required as a result of Fort Monmouth’s closure. Another important concern is the role of the emergency response elements and security previously provided by Fort Monmouth, which was instrumental throughout the Monmouth County region. The Local Redevelopment Authority has worked with the New Jersey state police to locate a police training facility on the installation in order to enhance security with their presence.
The Fort Monmouth Economic Revitalization Authority (LRA) is pursuing a Phase I Economic Development Conveyance (EDC) for 563 acres with the Army that includes the Charles Wood Area of the installation, and a subsequent Phase II EDC for 587 acres for the remaining Main Post parcels. The Phase I Charles Wood parcels include the golf course (currently under interim lease), Howard Commons, the Marina and two other parcels (E and TF) on the Main Post. A Memorandum of Agreement for this Phase I EDC is anticipated in December, 2011.
