OEA continues to assist communities, both large and small, with adapting to Defense program changes. Communities benefit from decades of OEA knowledge and community best practices, allowing them to leverage state and federal resources to proactively and positively change their individual community.
Each project highlight story below showcases a challenge the community is facing and how this community, with OEA support, is working to solve it.
Aerial View of SCSC Wallops Island Surface Combat Systems Center Wallops Island, VirginiaMilitary MissionSurface Combat Systems Center (SCSC) Wallops Island is a major sustained defense activity of Virginia's Eastern Shore. It is a tenant at National Aeronautical Space Administration Wallops Flight Facility, located in northern Accomack County, approximately six miles south of the Maryland state line. SCSC Wallops supports the Center Surface Combat System, Naval Surface Warfare Center (NSWC) Corona, and NSWC Dahlgren. SCSC's location on the Atlantic Ocean provides installed Naval systems a maritime environment that could only be replicated at huge expense by using operational ships at sea. SCSC is located directly east of Naval Air Station Patuxent River, Maryland, naval aviation test facilities. Aircraft routinely launch and recover at Patuxent River, but conduct their test evaluations in the Virginia Capes Operating Area and utilize SCSC's instrumentation assets. Joint Land Use Study Planning ProcessSCSC’s location provides an ideal environment for testing radars due to the low-lying Virginia countryside to the west and the Assateague and Chincoteague Islands to the northeast, characteristic of the littoral environment in which the future Naval forces must operate. The greatest single threat to SCSC's long-term operability is encroachment from potential development and off-site activities that could interfere with mission requirements, including radio frequency spectrum interference, adjacent housing development, and potential wind farm development. Radio frequency interference and electromagnetic interference are specific concerns that would severely impair SCSC operations. The JLUS provides Accomack County, the towns of Accomac and Chincoteague, and the Commonwealth of Virginia the opportunity to prevent urban encroachment from adversely impacting operational missions at SCSC Wallops Island. Accomack County will serve as the local sponsor for the Joint Land Use Study project.
