As communities and military bases grow, cooperative land use planning ensures that the needs of the community and base are not negatively impacted by future development. Working collaboratively with both the military installation and local community, OEA is able to identify current and potential problems. After completing a joint land use study like the communities below, OEA works with the community to help implement the recommendations.

Located in Imperial County, near the California cities of El Centro and Imperial, Naval Air Facility El Centro encompasses 2,700 acres, in addition to 54,000 acres of ranges and 218,000 acres of restricted airspace (R-2510 and R-2512). The base conducts approximately 83,000 flight operations per year and supports flight training for active duty, reserve, and foreign military units. The installation provides a relatively remote desert location with excellent flying weather and range availability, and serves as the winter home of the Navy's Blue Angels. Seven to 12 squadrons train at El Centro each month. The ranges contain Navy-controlled target areas, a parachute drop target with three parachute drop zones, and ground range facilities to support training activities.

Naval Air Station (NAS) Corpus Christi is located in the eastern section of the city of Corpus Christi, Texas, and comprises 4,575 acres of land. Of these acres, 4,083 are Department of Defense-owned. Corpus Christi is the county seat of Nueces County and is the largest city on the South Texas coast. In addition to the main base, NAS Corpus Christi has control of two outlying fields: Naval Auxiliary Landing Field (NALF) Cabaniss and NALF Waldron. NALF Cabaniss is located eight miles west of NAS Corpus Christi, and NALF Waldron is located within city limits three miles southwest of NAS Corpus Christi.

Located in central Nevada in Churchill County, near the city of Fallon, Naval Air Station (NAS) Fallon has a unique mission to prepare all U.S.-based carrier air wings to work as a cohesive unit prior to deployment. NAS Fallon is home to the Naval Strike and Air Warfare Center (including TOPGUN classes) and VFC-13 Desert Outlaws, an adversary squadron. With the longest runway in the Navy at 14,005 feet, NAS Fallon provides unique training and tactics development capabilities, extensive instrumentation and target sets, and live ordnance impact areas. The Fallon Range Training Complex (FRTC) consists of four bombing ranges (B-16, B-17, B-19 and B-20), 34 associated military training routes (MTRs), 234,000 acres of Navy-controlled land, and 6.5 million acres of land under restricted or military controlled airspace, with a total of 13,000 square miles of Special Use Airspace. 80% of the air-to-ground ordnance used in Navy training is expended at the FRTC, and the B-20 range is the only location in the U.S. where the Navy can practice with Joint Direct Attack Munitions. In addition, with an estimated $573 million annual economic impact (Fiscal Year 2008), NAS Fallon represents a significant component of the economy for Churchill County and central Nevada.

Naval Air Station Joint Reserve Base (NAS JRB) New Orleans is approximately seven miles southwest of New Orleans in the Upper Plaquemines Parish community of Belle Chasse, Louisiana. The base is one of only two joint reserve bases in the country, lying between the Mississippi River and the Intercoastal Waterway. Highway 23, directly east of the base, serves as the single major north/south transportation access route through the Parish.

Naval Air Station (NAS) Kingsville comprises 6,910 total acres. The Department of Defense owns 3,243 acres, 23 acres are located within the City of Kingsville, and the remainder are within Kleberg County. The primary mission of the base and two assigned squadrons is advanced pilot training for future aircraft carrier aviators. VT-21 and VT-22 fly the T-45 "Goshawk", a single engine tandem seat training jet. Total flight sorties for 2005 were 183,295, and operations are expected to increase to more than 220,000 in the coming years, which will increase average day/night noise levels. In addition, urban growth is moving northward from the City of Kingsville towards NAS Kingsville.

Air operations were initiated in the Hampton Roads region at Chambers Field during World War I and have increased significantly since then. At the time of the JLUS nomination, Chambers Field at Naval Station (NS) Norfolk was home to the E-2 Hawkeye and C-2 Greyhound aircraft squadrons along with a variety of helicopter units. Chambers Field also serves as an air logistics hub for airlifting military personnel and material from other U.S. bases and abroad.

The county’s largest employer with an estimated annual economic impact exceeding $1.7 billion, NB Ventura County employs more than 15,000 civilians, active duty and Reserve military, and contractor personnel.

Naval Submarine Base Kings Bay is located in Camden County, adjacent to the City of St. Marys, a semi-rural area in southeastern Georgia, 40 miles north of Jacksonville, Florida. Kings Bay is the U.S. Atlantic Fleet's home port for U.S. Navy's Fleet ballistic missile submarines armed with Trident missile nuclear weapons. This submarine base contains approximately 16,000 acres of land, of which 4,000 acres are protected wetlands.
