As communities and military bases grow, cooperative land use planning ensures that the needs of the community and base are not negatively impacted by future development. Working collaboratively with both the military installation and local community, OEA is able to identify current and potential problems. After completing a joint land use study like the communities below, OEA works with the community to help implement the recommendations.

Naval Support Activity Panama City, Florida
Military Mission
Naval Support Activity Panama City (NSA Panama City) is located in what was once a predominantly rural area that has experienced substantial growth over the past 64 years. The base comprises 1,117 acres (652 acres are Department of Defense owned) and is located in an unincorporated portion of Bay County, opposite Panama City, across St. Andrews Bay. The installation is a support activity hosting 18 tenant commands including the Naval Surface Warfare Center Panama City, the Center for Explosive Ordnance and Diving Excellence, the Naval Diving and Salvage Training Center, and the Navy Experimental Dive Unit.

Military Mission
The North Carolina State Legislature mandated the establishment of the Advisory Commission on Military Affairs to advise the Governor on how to strengthen the state's relationship with the military. The Commission advises the Governor on ways to reduce and prevent urban encroachment around the five primary military bases in the state to include: Fort Bragg, Seymour Johnson Air Force Base, Marine Corps Air Stations Cherry Point, New River, and Marine Corps Base Camp Lejeune. The Commission focuses on state legislative, administrative, and programmatic initiatives with the following key responsibilities.

Randolph Air Force Base, Texas
Military Mission
Randolph Air Force Base (AFB) is located in Bexar County, Texas and provides training to military personnel by the 12th Training Wing. The installation is comprised of 9,859 acres and is surrounded by the nearby or adjacent municipalities of San Antonio, Universal City, Converse, Selma and Live Oak. The installation is experiencing incompatible urbanization along and adjacent to Loop 1604, San Antonio's outer beltway, due to commercial and residential development bordering the base to the west. Some residential and commercial development already exists in Accident Potential Zones (APZ) I and II, and continued development could have a negative impact on flight mission profiles.

Sheppard Air Force Base, Texas
Military Mission
Sheppard Air Force Base (AFB) is comprised of 5,297 total acres (4,598 Department of Defense owned) located five miles northeast of Wichita Falls, Texas, within Wichita County. The installation's primary missions are the thirteen nation Euro-NATO Joint Jet Pilot Training program and Department of Defense’s joint service enlisted technical training in logistics, civil engineering, and aircraft maintenance. The base is the largest and most diversified training center in the Air Force’s Air Education and Training Command, host to the 82nd Training Wing and 80th Flying Training Wing, which in 2010 graduated a combined 80,304 trainees and flew 66,000 sorties. Because of the heavy volume of flight training at Sheppard AFB, the installation has a long-term lease for an outlying public airport field and facilities, approximately 40 miles north of the base in Frederick, Oklahoma.

State of Idaho Joint Land Use Study
Military Mission
The Idaho Joint Land Use Study (JLUS) covers Mountain Home Air Force Base (AFB), Gowen Field, and their associated training areas and ranges. Mountain Home AFB comprises 6,852 acres, and with its thousands of acres of ranges, forms a military operations area (MOA) in Elmore and Owyhee Counties. Mountain Home and the MOA support deployable combat air operational, wartime contingency, and global peacetime training missions. The 366th Fighter Wing is stationed at Mountain Home with the mission to train F-15 pilots and crews. Gowen Field and Orchard Training Area, both located in Ada County, comprise 576 acres and 138,551 acres, respectively. Gowen Field, adjacent to the Boise International Airport, hosts the Idaho Air National Guard and Army National Guard, supporting close air support and transport missions.

Stones Ranch Military Reservation, Connecticut
Military Mission
Stones Ranch Military Reservation is a multi-use tactical training area for the Connecticut National Guard encompassing about 2,000 acres. It is the only Department of Defense-supported maneuver training site in the state of Connecticut and the only maneuver training area available to the Guard within the state. It consists of bivouac areas, a land-navigation course, 23-station confidence course, leadership reaction course, rappel tower, live-fire demolition range, bridge training facility, diesel fuel point with was rack, ammunition storage facility, 3 rotary-wing landing zones, a company-sized Tactical Training Base, a MOUT (Military Operations on Urbanized Terrain) facility, ground maintenance facility, and a 2,200 foot airstrip. Stones Ranch simultaneously supports the federal mission by hosting training for various units of the U.S. Coast Guard, as well as mission-specific training for SEAL Team 4, SEAL Team 10, Operational Detachment A/5234 of the 2d Battalion, 5th Special Forces Group, and Port Security and Defense training for Navy personnel and contract security teams from Naval Submarine Base New London.

Surface Combat Systems Center (SCSC) Wallops Island is a major sustained defense activity of Virginia's Eastern Shore. It is a tenant at National Aeronautical Space Administration Wallops Flight Facility, located in northern Accomack County, approximately six miles south of the Maryland state line. SCSC Wallops supports the Center Surface Combat System, Naval Surface Warfare Center (NSWC) Corona, and NSWC Dahlgren. SCSC's location on the Atlantic Ocean provides installed Naval systems a maritime environment that could only be replicated at huge expense by using operational ships at sea. SCSC is located directly east of Naval Air Station Patuxent River, Maryland, naval aviation test facilities. Aircraft routinely launch and recover at Patuxent River, but conduct their test evaluations in the Virginia Capes Operating Area and utilize SCSC's instrumentation assets.

Tinker Air Force Base, Oklahoma

Tinker Air Force Base (AFB), located in the southeast Oklahoma City metropolitan area, is the headquarters for the Air Force Materiel Command Oklahoma City Air Logistics Center, which is the worldwide manager for a wide range of aircraft, engines, missiles, software, and avionics and accessories components. It is one of three Air Force Air Logistics Centers, with the other two located at Hill AFB, Utah, and Robins AFB, Georgia. Tinker AFB, with approximately 27,000 military and civilian employees, is the largest single-site employer in Oklahoma. The installation has an annual statewide economic impact of more than $3.4 billion, creating an estimated 30,865 secondary jobs. Tinker AFB comprises 4,048 acres, leases 810 acres, and has 642 acres of easements.
