This document, created by the Deputy Undersecretary of Defense (Installation and Environment), in cooperation with the DoD Components, provides a common set guidelines for BRAC 20005 and remaining incomplete actions from prior BRAC rounds; provides supplement guidance for carrying out the laws and regulation for closing installations revitalizing base closure communities and community assistance; and identifies common-sense approaches and general practices to follow during base closure and redevelopment implementation.

The document outlines the changes to government regulations concerning the disposal of property at installations being closed and realigned and how to address the impacts of realignment at receiving installations. This final rule contains amendments to address changes in the laws governing base closure and realignment (BRAC) made since the current regulations were promulgated. This final rule also amends DoD policy and addresses various environmental requirements not previously addressed in the regulations.
