Community Investment

OEA's Community Investment program provides funding for programs and projects that would not typically fall into our other program areas but that have been identified as priorities by Congress. Community Investment covers two programmatic areas:

  • Public schools on military installations
  • Military medical center access improvement

Public Schools on Military Installations

Currently, there are 160 public schools located on military installations. These schools are owned and operated by the local school districts, or what is referred to as the Local Education Agency (LEA). Under the Public Schools on Military Installations program, Congress appropriates funds for DoD, through OEA, to address capacity issues and facility upgrades for those schools that are most in need of improvements, as identified by DoD.

OEA awards construction grants based on capacity and condition needs to the respective LEAs to implement expansion, renovation, or reconstruction projects. A 20% local match from the state or district is required.  OEA program funding supports site work, demolition, renovation and repair of existing structures, partial or complete new construction and furniture, fixtures and equipment.

Military Medical Center Access Improvement

OEA manages the one-time funds provided by Congress in Fiscal Year 2010 for transportation infrastructure surrounding military medical facilities. This program was designed to improve access to growing facilities that have been impacted by BRAC actions (Base Realignment and Closings). OEA works with the regional authority — state, county and city — to ensure the access to these important facilities facilitates a safer and easier commute for patients and their families, Service members, and civilian employees.
