The President’s Economic Adjustment Committee (EAC)
The Federal Government is coordinating its resources to be responsive to state, local, and other civilian needs. Secretary of Defense (chair) and Secretaries of Commerce (co-vice chair) and Labor (co-vice chair) provide vision, initiatives, and commitment to be responsive to local needs and the Defense Economic Adjustment Program.
Carrying out BRAC
A practical discussion of the updated regulation and Base Redevelopment & Realignment Manual (BRRM) within the context of the communities and states perspectives. Personal property, Environmental Condition of Properties (ECP)s, surplus determinations, Economic Development Conveyances (EDCs), National Environmental Protection Act (NEPA) scoping actions, etc.
Communities Responding to Growth
Examples from communities that have previously managed growth issues.
Communities Responding to Downsizing
Examples from communities that have managed the preparation of redevelopment plans and the actions to carry out the actual civilian reuse.
Tools and Techniques for Sustaining Enduring Bases
This panel will explore those tools and techniques that are available to both installations and communities to assist in the current and future planning necessary to both maintain the current mission and plan for future growth, both in the community and on the installation.
The Environment and Base Redevelopment
There are numerous tools available to ensure redevelopment can occur in a timely and environmentally sustainable manner. The National Environmental Protection Act (NEPA) scoping, early transfers, Environmental Condition of Property (ECP), work with insurance products, collaboration with regulators and threatened and endangered species will be among the topics covered. Assisting the Workforce I
Planning is key to using the tools available to employees. Learn about the process and “critical decision” points necessary before the tools can be used. Concurrent with the internal planning process of the local commander, human resource coordinators, DOL, State and local programs are being prepared to receive workers. Learn about these programs and the timing of their availability. Intended for installation commanders and human resource specialists.

Planning for Redevelopment
This session will review the series of LRA planning tasks for the next 12-15 months. It will include statutory planning requirements, the mandatory outreach and solicitation of property interests, cite a general planning process, recommend plan development ingredients including the role and use of consultants, plan completion, adoption and submission requirements. It will also be the roll out of the OEA publication, “Base Redevelopment Planning for BRAC Sites.”
Homeless Outreach
This session will cover the community’s role in complying with the Base Redevelopment and Homeless Assistance Act of 1994 (Public Law 103-421), and the Department of Housing & Urban Development’s role in reviewing the community’s compliance with the statute. HUD’s conclusions regarding compliance with the statute are required before the Military Department can proceed with disposal of surplus property.
Public Benefit Conveyances (PBC) Panel I
Federal Agencies may sponsor conveyance of surplus property to help meet public needs. This session presents an overview of some Public Benefit Conveyance (PBC) programs for the acquisition of surplus Federal property for such public purposes as self-help housing, parks, historic monuments, wildlife, and schools.
Preparing for and Managing Growth
Growth at military installations can place additional demands on the local community in areas such as housing, education, supporting infrastructure, and public services. This session addresses how communities can plan for and implement growth management strategies that help meet the needs of the incoming military and civilian personnel without negatively affecting the quality of life for area residents.
Assisting the Workforce II: The Programs
A community’s workforce is one of its most important and valued resources. This session is focused on human resource needs and provides an overview of the available Federal assistance to impacted workers, both inside and outside of the fence, explains who is eligible, when, where and how to secure program assistance, and the transition between programs. Community representatives, base commanders, installation personnel staff and area labor specialist will be able to network and establish key relationships.
Historic Preservation
Historic structures and property can present opportunities that support public and private sector redevelopment objectives. This session provides an overview of the community’s role in preserving historic properties and presents a case study of how one community and developer worked to redevelop historic former base property.
Looking at Education
Regardless of whether a community is anticipating growth or a downsizing action, local schools often must confront many issues as they strive to educate the local children. This panel includes representatives from the Departments of Defense and Education to discuss their respective roles as well as an example of a community that has already successfully absorbed impacts in their local schools.

This session presents an overview of some Public Benefit Conveyance (PBC) programs for the acquisition of surplus Federal property for such public purposes as prisons, emergency activity, hospitals and health care, roads, airports, and ports.
Workshop for National Guard & Reserve Sites
National Guard and Reserve sites comprise many of the BRAC 05 actions. These sites are significantly smaller in size and may not involve substantial job losses. This session provides a workshop – town hall forum in which issues can be discussed as they relate to smaller site actions.
Responding to Closure/Realignment
This session will focus on how communities can adjust to BRAC downsizing that may include significant job loss with/without the base or facility real estate, impacts on the local housing market, and working with the local small businesses.
Panelists will discuss effective coordination and integration of real time job data, placement, training, small businesses and other workforce resources with the broader economic development efforts that address diversification, job creation and housing.
Federal Assistance for Impacted Communities
Representatives from several of the Federal agency members of the EAC will provide an overview of their programs and assistance applicable for communities impacted by closure, realignment or growth.
