Background on Installation
Walter Reed Army Medical Center, located on 113 acres in Washington, DC, has provided medical care to wounded warriors and their families for more than 100 years. The medical center, named in honor of Army physician Walter Reed, was founded on principles that integrated patient care, teaching, and research. Over the years, the hospital grew to a vast medical complex treating hundreds of thousands of patients.
The 2005 Base Realignment and Closure Commission required: 1) all tertiary medical services to be realigned to the National Naval Medical Center, Bethesda (establishing it as the Walter Reed National Military Medical Center, Bethesda); 2) all non-tertiary patient care functions to be realigned to a new community hospital at Fort Belvoir, Virginia; and 3) closure of the main post. Effective September 15, 2011, all patients and personnel were relocated and all medical operations ceased at the Walter Reed Army Medical Center.
In 2006, the District of Columbia was designated as the Local Redevelopment Authority (LRA) to develop and implement the Reuse Plan for Walter Reed. However, no property was available to the LRA as the General Services Administration (GSA) and the Department of State (DOS) requested the entire 113 acres. This changed in March 2009 when the Department of State withdrew its interest in 62.5 acres of its 70 acres request. In August 2009, the Federal government declared the available acreage as surplus property, thereby making it available to the LRA for redevelopment planning.
Property Reuse - Disposition
Since August 2009, the LRA has been involved in redevelopment planning of the site with significant public and private interest. The LRA conducted workshops, tours, briefings, and community meetings to inform the public on redevelopment planning efforts and to solicit their input. The LRA evaluated proposals from 23 public benefit entities and homeless assistance providers eager to locate their activities on the campus. Four public benefit entities and three homeless assistance providers were selected and became part of the plan. The LRA completed its Reuse Plan in October 2010 with intentions to secure District of Columbia Council approval in early 2011.
However, in late October 2010, the GSA withdrew its interest inthe 34 acres previously requested, making additional property available to the DOS. To the benefit of both parties, the DOS and LRA have agreed to reconfigured parcel boundaries, necessitating a second phase of redevelopment planning as these changes have significantly impacted site access, employment and retail areas, parking, and utilities in the Reuse Plan.
The initial Reuse Plan included mixed use with residential, office, retail, commercial, educational, and open space while integrating the site back into the community. The Reuse Plan was based on the following four community goals under the overarching vision to honor the legacy of Walter Reed as a center for innovation and excellence: integrate the site with the community; develop a mixed-use community; create jobs and revenue for the District of Columbia; and reactivate the site through a realistic implementation and phasing strategy.. These goals will continue to be the foundation of the LRA’s revised redevelopment efforts.
