The presence of a military installation in any community presents land use and growth planning considerations on both sides. Leaders of Naval Base Ventura County and the State of California successfully navigated the need to plan responsible community growth and support the needs of the military installation to sustain the military operations.

In many cases, if a Joint Land Use Study (JLUS) can enhance community planning and continued economic development, and protect and preserve military readiness and defense capabilities.

So, how did Ventura County do it? The JLUS was the beginning of the cooperative planning process.

Getting started is as easy as 1, 2, 3:

  • Step 1 – Identify a broad range of stakeholders;
  • Step 2 – Convene stakeholders and identify important needs and issues; and
  • Step 3 – Identify solutions to address compatibility.
