The Naval Support Activity Panama City, Florida partnered with Bay County officials on a Joint Land Use Study (JLUS) to ensure that the city can plan for growth without interfering with Navy operations and training.

Home to a joint service installation, and a beach visited by 10 million visitors each year, Panama City, Florida is a bustling area. Community growth is no doubt an eminent issue. This joint land use study (JLUS) came about because of a potential encroachment issue: planned development of a public pier would infringe on the installation’s water training area. What resulted was a cooperative plan developed in partnership with the installation and community to properly identify and outline areas where land use and community growth could pose potential installation encroachment issues.

In this case, the JLUS allowed the installation to identify much needed guidelines for land development in the spaces near its facilities, and the Bay County community to better understand the impact and expanse of the installation and its needs. Today, Naval Support Activity Panama City and Bay County, continue to see the benefits of working together on compatibility and land use considerations. Ian Crelling, of Bay County Planning and Zoning Department, and Retired Navy Captain Christopher Moore, agree that this process takes cooperation and input from all parties, as they share how the JLUS has worked for Panama City.
