    On July 9, 2015, the Army announced its Force Structure and Stationing Decisions. This decision will affect up to 40,000 uniformed service members, nearly 17,000 Army civilian employees, their families, and the states and communities that support them. If an Army installation is selected for force realignment or reduction, impacted areas may qualify for assistance from OEA. Due to system upgrade requirements, the Office of Economic Adjustment will be unable to process funding transactions such as payment requests or obligating funds for new or supplemental awards beginning April 20th through May 4th. Additionally, there may be some delays after May 4 during the initial execution of the system upgrade. Affected grantees should plan ahead and submit any payment requests to OEA no later than April 10 to help ensure you do not experience financial difficulties during the upgrade period. Your request may include up to a 30 day advance of Federal funds, if needed, to help alleviate any distress that may be caused if there are system delays. Requests submitted after April 10 cannot be processed until after the system upgrades are completed.

OEA will continue to review payment requests and grant applications during that time; however we cannot obligate or disperse funds during the upgrade period. We will keep you apprised of any updates to this situation, and apologize for any inconvenience this may cause.
